Illinois Utility Energy Efficiency

Illinois electric rate caps were frozen in 1997 by state legislation. In 2007 electric rates were allowed to increase to market value. As a result Illinois electric companies donated millions of dollars over several years in response to the initial rate increase to help low-income families transition to competitive rates. A pilot program that replaces inefficient appliances with Energy Star models was implemented for low-income elderly households.
