Administration

The issues surrounding administration of LIHEAP, a block grant, are many and complex. Key issues are: who are the LIHEAP administering agencies and subcontracting agencies, who administers LIHEAP, i.e., centralized versus decentralized administration; program variations to reduce administrative costs, and types of client outreach activities. Another important administrative issue is what state and local agencies are doing to document results and improve LIHEAP program performance (i.e., performance goals and standards) in response to the Government Performance and Results Act (GPRA).

Surveys

  • Iowa petition to give the Department of Public Health jurisdiction over utility disconnections of homes with young children.
  • Oregon's "2009 Low-Income Energy Assistance Snapshot" (This is the state's annual survey of how energy assistance falls short of need.)
  • "Report on the Effectiveness of Low Income Energy Assistance Programs," State of Virginia, October 2004.
  • Iowa LIHEAP Client Survey
The Iowa LIHEAP Energy Survey was distributed by local community action agencies to 10,000 LIHEAP applicants during the period October 1999 through February 2000. Results from 3,661 completed surveys were the basis for the report, "Iowa's Cold Winters: LIHEAP Recipient Perspective," by Mercier Associates for the Iowa Department of Human Rights, June 2000.
