Regular block grant funds allocated to states, tribes and territories for Fiscal Year 2012 totaled $3,471,672,115 after a 0.189% rescission to the entire LIHEAP appropriation. This amount includes a set-aside for training and technical assistance (T&TA) funding for HHS, and funding for Leveraging and REACH grants which will be released later. Public Law 112-74 required that o f the $3.471 billion appropriated for LIHEAP, $497 million is to be allocated under the “new formula” and $2.974 billion allocated under the “old formula”. [

Final FY 2011 appropriations action (PL 112-10) provided $4,509,672,000 for the LIHEAP block grant, allocated under the same formula used in FY 2010. An across the board rescission of 0.20percent reduced block grant funding to $4,500,652,656. [

On December 16, President Obama signed into law the Consolidated Appropriations Act of 2010 (P.L. 111-117), which contains FY 2010 appropriations for LIHEAP ($4.510 billion for the regular LIHEAP program and $590 million in LIHEAP emergency contingency funds).
