Regular block grant funds allocated to states, tribes and territories for Fiscal Year 2012 totaled $3,471,672,115 after a 0.189% rescission to the entire LIHEAP appropriation. This amount includes a set-aside for training and technical assistance (T&TA) funding for HHS, and funding for Leveraging and REACH grants which will be released later. Public Law 112-74 required that o f the $3.471 billion appropriated for LIHEAP, $497 million is to be allocated under the “new formula” and $2.974 billion allocated under the “old formula”. The Weatherization Assistance Program is funded at $68 million for FY 2012, which includes $3 million for Training and Technical Assistance. View a [table of FY 2012 state allocations [EXTERNAL]] . FY 2011 LIHEAP
Final FY 2011 appropriations action (PL 112-10) provided $4,509,672,000 for the LIHEAP block grant, allocated under the same formula used in FY 2010. An across the board rescission of 0.20percent reduced block grant funding to $4,500,652,656. [View a file] of state, tribe and territory total year funding for FY 2011. On January 24, [$200 million in emergency contingency funds] were released to states, tribes and territories. There are no additional FY 2011 monies available to fund the leveraging and REACH programs for FY 2011. The funds normally set aside for these programs were folded into the overall block grant total. On December 16, President Obama signed into law the Consolidated Appropriations Act of 2010 (P.L. 111-117), which contains FY 2010 appropriations for LIHEAP ($4.510 billion for the regular LIHEAP program and $590 million in LIHEAP emergency contingency funds). This is the same amount as for FY 2009; however, unlike 2009, the entire amount was not released all at once. The emergency contingency funds will be released at the discretion of the President.
