The issues surrounding administration of LIHEAP, a block grant, are many and complex. Key issues are: who are the LIHEAP administering agencies and subcontracting agencies, who administers LIHEAP, i.e., centralized versus decentralized administration; program variations to reduce administrative costs, and types of client outreach activities. Another important administrative issue is what state and local agencies are doing to document results and improve LIHEAP program performance (i.e., performance goals and standards) in response to the Government Performance and Results Act (GPRA).

The Iowa LIHEAP Energy Survey was distributed by local community action agencies to 10,000 LIHEAP applicants during the period October 1999 through February 2000.
