Low Income Provisions
AB 661 established the universal energy charge to fund low-income energy assistance and conservation.

Low Income Rate Assistance
The Universal Energy Charge generates over $10 million annually for low-income energy assistance and conservation; 75 % of the $10 million is distributed through the LIHEAP office.

Low Income Conservation
About 25 % of the $10 million generated by a Universal Energy Charge is distributed to the Weatherization Assistance Program.

Annual Funding (2008)
Rate Assistance: $10.4 million
Arrearage Forgiveness: $1.2 million
Conservation: $3.5 million

Funding Mechanism
Universal Energy Charge (0.39 mills per kWh and 3.30 mills per therm) assessed on residential and commercial customers of the seven regulated gas and electric utilities.
