Low-Income Provisions
Comprehensive restructuring legislation has not been enacted, but SB 137 authorized creation of an energy efficiency “utility” designed to increase the level of energy efficiency savings in Vermont, to increase the cost effectiveness of securing those savings, to provide integrated and consistent electric energy efficiency services statewide, and to ensure that all Vermont consumers are given the opportunity to participate in and benefit from a comprehensive set of cost-effective energy efficiency programs and initiatives.

Effective March 2000, the state Public Service Board established Efficiency Vermont, an energy efficiency "utility", to deliver seven statewide energy efficiency programs for all customer classes (residential, including low-income; commercial, industrial, and dairy agricultural). Working in partnership with the state’s low-income weatherization agencies, the utility provide incentives for the implementation of electric efficiency measures in low-income households.
