House Approves $1.7 Billion for LIHEAP

On Friday, January 10, the House Appropriations Committee approved $1.7 billion for LIHEAP for FY 2003, the same level as provided in FY 2002, and the same level as approved by the Senate Appropriations Committee. The House Committee did not provide any additional contingency funds. According to House staff, the rationale was that since the Administration hasn't released contingency funds, the House would add the $300 million contingency amount to the President's $1.4 billion budget request, thereby setting the appropriation level at $1.7 billion. The President will still have $300 million in carryover contingency money from last year that can be spent during this fiscal year.
