HHS Provides $1.3 Billion to States for FY 06 LIHEAP

The Department of Health and Human Services (HHS) announced the availability of first quarter FY 2006 LIHEAP funds totaling $1.3 billion. Because Congress has not yet finalized a budget for FY 2006 LIHEAP and other federal programs, the funds are being made available under the current continuing resolution (CR), which funds federal programs through November 18. Each state, upon completion of its FY 2006 LIHEAP plan, will receive an allocation based on the state's full first quarter request for FY 2006, not to exceed 95 percent. The CR allocations are based on the FY 2005 LIHEAP block grant funding level of $1.885 billion. Tribes and insular areas will also receive 95 percent of their annual allocations at the FY 2005 level.
