Nebraska PSC Adopts Cold Weather Rule

On June 13, the Nebraska Public Service Commission (PSC) adopted a winter moratorium on disconnects for low-income natural gas ratepayers. The rule states that a utility may not disconnect a customer between November 1 and March 31 if the customer has documentation of eligibility for low-income energy assistance.

The rule further states that all residential customers that have a disconnect during the cold weather period must adhere to the following in order to restore service. They must pay one-fourth of their arrearages plus their most recent bill and enter a payment plan to pay the remaining arrearages in installments over no less than three months or as agreed between the ratepayer and the utility. If a customer defaults on the payment plan, the utility may disconnect service after providing proper notification.
