HHS Distributes Additional $26.7 Million to States and Tribes

The Department of Health and Human Services (HHS) is distributing $26.7 million in additional FY 2008 LIHEAP block grant funds. These funds were previously set aside for the LIHEAP leveraging and REACH programs but after reviewing the FY 2008 Appropriations language, it was noted that Congress did not provide appropriations for the leveraging and REACH programs. 

The $26.7 million is being allocated to all Grantees (States, Tribes/Tribal Organizations and Territories) under the statutory formula for distributing regular block grant funds. However, those Tribes that received a fixed dollar amount in FY 2008 per their current Tribe/State agreements will not receive a share of the additional funds.

Grantees should add these funds to the total of all FY 2008 block grant funds (and contingency funds received in January and February) when determining the maximum costs for administration, carryover, weatherization, and Assurance 16 activities. Grantees must obligate at least 90 percent of the total of all FY 2008 funds by September 30, 2008. 

The “new formula” (Tier II) kicks in for FY 2008 as a result of the $26.7 million being added back to the block grant, as gross allocations (approximately $1.977 billion) to States now exceed $1.975 billion. Several spreadsheets show the additional award amounts and how they were calculated.
